Updates 8/13/19 - "Microsoft+Adobe Tuesday"
Today is "Microsoft Tuesday" --- the SECOND Tuesday of the month --- on which Microsoft is expected to release its monthly cycle of Windows security updates. Based on previous history, they should become available at 1 P.M. [USA - Eastern DAYLIGHT SAVING Time]

Adobe has released security updates for Adobe Acrobat DC and Reader DC, for Windows.

Windows Update said there were 6 updates today for my Win 7, 32-bit PC (4 OS, 1 MS Office, 1 MSE) but the WU screen said only 5 were selected. Opened the list of available updates and the .net 4.8 update wasn't checked. So make sure that one is selected.
It took about an hour, 3 reboots and multiple "Please wait..." screens to install the 6 updates, not including the time to download them. For a while I thought it had frozen while installing the .net, which took the longest of all of them, but I just left it alone and eventually...

Just speculating here, but I think you probably only had dot net 4.7.x (or lower) on that system, and if so, that's why you had to "approve" the update/change to the newer 4.8

@ky331- That's as good an explanation as any...
And since that .net 4.8 update was only "Recommended" (and not "Optional"), you might actually have the right answer!

Remark: It seems that the Flash updates (cited above) do not apply to the ActiveX version on Windows 8.1/10, which remain at 32.0.0.207
