VERYslow computer, can't use task manager;multiplies itself twenty + times

Hello, thanks for your time. I am trying to help my father fix his computer. It runs INCREDEBLY slow (and will freeze if you move "too fast"), and this is the computer as a whole, the internet is basically the same way, but slighty better, and he told me not to open the task manager, because when he's tried he has to fight new windows opening, never being able for them to close, new windows just keep popping up and up and up, bringing it to a freeze. As of right now, he is able to use if for the most basic functioning (Excel, Word, Office, and somehow email) but it takes 10 minutes to open a program and usually just as long to open the Start menu, and/or restart.  He had a virus (Virtumonde? --not sure) about 6 months ago or so. I had him install Norton 360, and things were okay for awhile, but I don't know what he's done now. So. I do not want to do anything that will take away ANY of the things he manages to use right now, because then he is S.O.L .... and is a buisness owner, so that can't happen. But, I would really like him to be able to resume normal computer functioning.  I'm nervous about making things worse than they are..... although I really don't know how that's possible.....
