rainbow error messages?

When i get an error pop-up window (Windows) or when I hover over a program, etc. and a small window shows a description, they have been showing up either highlighted in black or in rainbow since this morning. I ran both the full PC Checkup and C Cleaner for my registry and nothing showed up, everything was a pass. However, this continues to appear this way. I have Windows 7 pro installed on my Inspiron 1525
