Amber light on vostro 200

Hellow i have a dell vostro200 with an issue of amber light on power button when i plug it on the power socket,and when i press the power button the psu fan start to spin up but the cpu fan never starts and the heat sink never get hotteness even the cpu,how can i solved it i tattached the picture of psu details.
