Vostro 5471 problems

I have 2 problems with my Vostro 5471. And would like someone inside Dell to help me to look into it. Since I 've tried both online and phone call without getting any result.

the first is not very big a deal, but it hinders me from getting proper help for the next one. The service code in the bios and on the machine is not found in US Dell's website. I can't search any support option with it, and also for phone call purpose, it can't be transferred to proper departments.

The second is the fan. It is always on, can't be dial down under minimum load. It is not really a big problem for me since when you working on it you focus on the work, not the noise. But I feel it would pose some problem in the long run. I hope to get it fixed but don't know how, and since problem 1 exists, can't get help.

I'll attach the diagnose screen here to see if anyone has good solution.
