Bluetooth not working in my XPS 13

The Bluetooth device in my XPS 13 doesn't see any near by Bluetooth device,

Secondly the Intel Smart connect driver failed to install both when I'm my laptop is on Window 8.1 and now I've upgraded to Window 10. I need urgent help.
