Can not get into BIOS at startup
I just received my brand new Optiplex 7080; at startup, there is no BIOS screen, pressing F2 does not get me into BIOS setup.
Never had this issue with a new computer, how can I get into setting up BIOS?!
Also, the screen stays blank until I touch the buttons on the monitor. Otherwise it looks to work fine and I have updated the system with the latest firmware and software.

turn off fast startup in power options...
It's enabled by default.

Windows-> Shft + Reboot-> UEFI Firmware-> BIOS Settings-> Change Fast Boot to Auto
