I just reformated my laptop and know its broken

I just got my Dell and wanted to reformat it, I did when I got done brought me to the "Hi there

Let's get a few basic things out of the way" screen. Then it goes to a Why did my PC restart, I click next it says Just a moment then goes back to the boot screen then the "Hi there" screen

not sure what "reformat" means because formatting a hard drive = wiping it

You have a corrupted install of windows 10.

You will need to use DISKPART with WINDOWS PE and Clean the drive and start over.

Ubuntu 18.04 released in April 2018 and will be supported until April 2023.
