Inspirion 530 to Windows 10 64bit?

I have a Dell Inspiron 530 with a XEON E5450, dg33m03 motherboard, 1.0.18 Bios, 6gb ram and Radeon HD 6850 graphics. I am unable to install Windows 10 64bit.

Plenty of user posts claim to be running 64bit windows 10 on this and similar setups so I know it can be done.

When I try to do a Clean install of Windows 10 64bit it gets stuck at the black screen with blue window and does nothing even when left running overnight. I have scoured the web and can't find an answer. 

I have been running windows 10 32bit for a few dats now with no issues but I would like to take advantage of all my ram. Thus the desire to upgrade to 64bit.

Anyone have the solution?

Is this with Windows 10 Version 1709 Installation Media or an earlier build? Have you removing the graphics card and clean installing without it?

Thanks for the quick reply. I have build 16299 and yes I tried without the GPU. I used the version of windows the media creator gave me, from what I can tell the 1709 build is only available as an upgrade. I am not sure how to get a different version.

Build 16299 is Version 1709 (September 2017). Do you have anything in the USB ports especially USB/Wireless Dongles?

Nothing in USB except keyboard.

Unless someone can think of a different solution I think I may have discovered the problem but I don't know how to fix it. I performed the 771 to 775 Xeon mod but I did not add micro code to enable all the features. I think I need to learn how to do that. I couldn't find anything on it for this system but noticed many of the forums about this mod stated that virtualization and stepping were not enabled until they added micro code to enable their new CPU.
