Upperfilter and Lowerfilter deleted. Dell laptop now not starting successfully.

Hi! There was an issue with my laptop where the keyboard wasn’t working and it said Code 19. I followed an instruction online where it instructed to delete the Lowerfilter and Upperfilter at the Registry Editor. Now I’m afraid my laptop cannot start succesfully.

Anyone knows how to fix this problem? !_!
