Can't create a recovery drive

After about 6 months (or more), I finally decided to create a full recovery drive.  I previously did the basic one.

Now the Copy Recovery Partition is greyed out, and if I click on next, it say it can't create are recovery drive on this PC.

I updated (via the MS Store) to Window 8.1 about a month ago.

I've done some checking around, and I think the update to 8.1 is the problem, but I can't find any discussion that says emphatically, "After you update from Windows 8 to Windows 8.1, the Create Recovery Drive option will not function. 

Is the update the reason?
