There is no official download link to Windows 7 Starter, however it can easily be made using the 32 bit .iso for Home Premium, Professional or Ultimate which are downloadable.
Download one of these .isos from here. For English use Windows 7 Ultimate (x86) - X17-59463
Install 7zip (using the 32 bit or 64 bit .msi depending on your OS).
Extract the contents of the .iso with 7zip. This is your extracted Windows installation files.
The extracted contents should look like this. Go to the sources folder.
Scroll through the folder until you find ei.cfg right click this file and select open with
Select Notepad, if notepads not there select browse and then Notepad
Once you have the file open in notepad
Change Home Premium, Professional or Ultimate to Starter.
When you install you will get this

Insert a 8-16 GB USB stick.
Open the Novicorp WinToFlash 0.7.0048 beta compressed folder
Start the Windows Setup Transfer Wizard
Select Next
Select the extracted folder containing the Windows installation files for Windows path and select your USB drive for USB drive respectively:
Read and agree with the license and then press continue:
Select continue at the warning.
It will begin to copy the files
When this gets to 100 %, press next then finish:
Use this bootable USB for reinstalling Windows 7 (see A Clean Install of Windows 7 for details).
