100% CPU usage Services.exe 2nd session grows with time returns after ending process

I have a Dimension 8400 system with 1 Gb RAM and have been having problems with system freezes and system slow downs due to SERVICE.EXE running and returning after ending via Task Manager.  I'm not sure what caused this to occur, but I've searched all over the internet and Dell forums and have yet to find an answer, short of initializing the two disk array and reloading the XP SP 2 and all software.

 

Does anyone know what causes this "memory leak" or whatever this is, and how to correct it?
