Dimension 3000 Windows XP will not start

I am having a problem with Desktop... Error Windows could not start b/c following file is missing or corrupt System32\hal.dll..   I have tried this method but I got....Failed to add the selected boot entry to the boot list... PLEASE can ANYONE  HELP.
