Go to Device manager and click on disk drives then right click on the drive below and do properties, there should be a tab for NCQ, if not, it is not supported and is not on, another thing to check while you are there is go to IDE ATA controllers and drop it down then do a properties in the first Primary IDE channel (If this is where your drive is connected on the motherboard) and check the advanced tab and be sure the drive's "current operating mode" is DMA mode 5 (depending on the drive) if it is in PIO mode then this is your problem. To correct this you will have to uninstall the "primary IDE Channel" and reboot. Windows by default will change this setting (downward) if it keeps getting read write failures on that drive. Also be sure DMA mode is enabled in the bios for that drive. All of this is based on the assumtion it is a PATA drive not SATA. If it is a SATA drive then you will have to look elsewhere to find the advanced tab for DMA on that drive.
