Error message when trying to open Control Panel or System Properties
Inspiron 530
Running Vista Home Basic SP1
When trying to open Control panel from the Start, Programs Menu, or right click on Computer to go to System Properties, I get the following message in a small window:
Control.exe
shdocvw.dll not found - reinstalling may fix the problem
Any ideas on whether to try replacing the dll file or should I try using Start Up Repair from the Advanced Boot Options Menu?
The system is clean otherwise. I have run a complete Avast Antivirus scan, Malwarebytes scan, Hijackthis, and Windows Defender scan.

Try running SFC /scannow to replace damaged files. Startup Repair is used when you are unable to boot.
