File and settings transfer in XP

Is there anyway to decompress the files stored in a USMT file format?   I dropped a new drive in and installed all the app software and brought xp back to current levels. I have tried adding/removing SP's and still no luck. I really need these files and the old drive is DOA.

I get the cherished message " the location that you specified does not contain stored information". file names and directories are correct. Same machine, OS and all other factors.

Any help would be appreciated!
