Formatting and reloading Windows XP errors, need help

I reformatted my hard drive on my Dimension 3000 by reformatting the whole harddrive using the slow method and when I try to reload from the Dell recovery disk or a Windows XP SP2 version (which I purchased and have the coeds for) I get the following errors on start up. 
 
It will not load svc.dll, setupapi.dll, lassrv.dll, samsrv.dll and then it says windows has stopped loading setup to prevent damge to my computer.
 
 I even tried putting in a new hard drive and received the same errors.
 
So two hard drives two seperate operating system disks tried in every combination with the same errors each time.  Any help would be appreciated.

Thanks,  how do I do that or where can I get the info on how to do it?

I would try running diagnostics on your memory and CD drive. File copy errors can be caused by the CD and Hard drive (which you have already ruled out) as well as Memory or CD drive.
