XP reaches End of Life in April and its not worth installing. In addition it will be even more vulnerable than you have experienced.

You should perform data recovery by booting to a Linux Live CD such as Fedora, see here for details:

http://dellwindowsreinstallationguide.com/data-recovery-using-fedora/

Next you should securely wipe your system using DBAN:

http://dellwindowsreinstallationguide.com/securely-wipe-your-hard-drive-with-dariks-boot-and-nuke-dban/

After the secure wipe with DBAN you should clean install Windows 7 32 Bit or Windows 8.1 32 Bit. To do this follow my Windows Reinstallation Guide/A Clean install of Windows 7/8.1:

http://dellwindowsreinstallationguide.com/

The guide gives you instructions in how to evaluate both versions of Windows.  It is recommended you evaluate Windows 8.1 using the Enterprise trial before purchasing a Windows upgrade. For this model use the following system drivers for Windows 7:

For Windows 8.1 you can use the same drivers if Windows 8.1 doesn't natively contain the drivers.
