Install stuck at “setup is preparing your computer for first use”…

Hello I wanted to re-Install Windows 7 but know am stuck is just keeps doing the same cycle. t and now I can't go back to Start Windows Normally?. I call for support but they wanted to charge me to get it running I don't think is right. I know my Warranty Expired. How do I get my windows install?
