Latitude D630 Unable to reset to Original Factory Settings

Hello

I have the original Dell Windows  Re-installation CD. I want to perform a factory reset on my Latitude D630. When I boot and hit F8 I don't get  a repair your computer option. When I try to boot off of the CD using F12 it just spins for a while and then shuts down.

I've run the Dell diagnostics and everything passes.

I purchased the  laptop as a refurbished unit from Dell and it is unchanged since I bought it. Any help would be very much appreciated.
