Lost control panel icon

When i click START i get a ballon that says all the items can't be shown but there is plenty of empty space. And my control panel icon is gone . So are other items that used to be there. I would rather not run system restore because i added a dvd writer and software for it .I made an icon for control panel but it is on the desktop and i don't want it there forever.

Right-click the Start button and select Properties. Click "Customize" and see if some items have become unchecked on the Advanced tab.

Great that worked I got my icon back! But i still get that ballon that says i have to many items in my start menu when i only have four. I used to be able to about eight. Start-prop[erties-customize-number of programs says eight but there are only four.And i have plenty of space for more , but the ballon says no room.
