"People who buy Windows Vista Home Premium, Business or Ultimate computers starting Friday can contact their manufacturer for a free upgrade when Windows 7 becomes available on Oct. 22."

The start date is June 26, 2009. If you bought Vista before then, you will not get a free update.
You can, however, preorder Windows 7 for only $50.....

Hi All, OEM's are free to offer what they like. Dell is only offering an free update to Win 7 on certain systems, See Here for the list.
