Precision M6500, I'm having trouble reinstalling Windows 7

Hi, I own a Precision M6500 and am having trouble re-installing Windows 7 on my system. I contacted tech support and got a recovery image which I burned on a disk and on a thumb drive. Tried to run it and I come up with a popup saying: a required CD/DVD drive device driver is missing. If you have a driver floppy disk, CD, DVD, or usb flash drive please insert it now. I have already tried the HXT48 workaround but that didn't help. are there any other solutions that are available?

The USB drive must be USB 2.0, not 3.0. This system cannot boot from a USB 3.0 USB drive. Use the leftside USB 2.0 port. Walk us through how you formatted the USB drive and CD before you moved the recovery image on to them. Did you use the Dell Backup & Recovery Manager to create the boot drive and CD? On the driver page under Serial ATA, I do see a listing for the "Intel Rapid Storage Technology (Pre-OS Install) driver". Under System Utilities I see, "Dell E-Family How-To Reimage User Guide".
