Your Inspiron 15 1564 came with Windows 7 Home Premium 64 Bit (Legacy BIOS) in 2011 and its warranty expired in 2013. I believe due to Microsoft's obligations Dell have stopped shipping physical installation media.
You can however Download a Windows 10 RS2 .iso (recommended) from Microsoft which will accept your Windows 7 Home Premium Product key affixed to your COA (look under the battery) or Download a Windows 7 .iso from Microsoft.
