You don't say what version of Roxio Creator you have, but on the Roxio users' forum, there are quite a few posts that mention that earlier versions do have problems with IE 7 and/or WMP 11.
 
I have Easy media Creator 9 suite, and don't have problems with IE 7/WMP 11, but even for that version some people have.
 
You could post in Roxio forum or search that forum for C++ Runtime:
 
 
Not sure what you mean by shared files (shared between users??). The files in the folder you quote are shared between different components of Roxio.

Those are, I think, pretty old versions (you also did not give any info about your PC, and I forgot to ask).
So conflict with IE 7 and/or WMP 11 seems likely.
 
You could roll back to IE6 and WMP 9 or 10, see if the problem recurs or not. Or consider purchasing a newer version of the Roxio Software. The Dell OEM version is in any case rather limited in its functionality (though of course it may be sufficient for what you want to do)

There was an update posted Jun 25 for my system (Vista) for that but I don't use it. Check your drivers/downloads for your system.
