Slow state-up

Hello everyone.

I have a D-3000 which is very slow on start-up. I know I'm short a memory 256ram and I have to buy more. The question is ,why does Dell Media start-up with windows? I went into the start-up area of the computer to unclick start -up but I'm not sure what the file name is. Thanks
