System restore problem with device

For some reason I can't restore...  I have a Dimensions 9100 running XP SP2.  I bought a drive IDE enclosure to get some data off an old drive.  Evidently it was an old drive and either some old drivers installed or I messed something up by pulling the USB cord out before I 'ejected' it...  I was having blue screen problems and now things like the DHCP job won't start...  I just think something is corrupt.  When I try to use system restore I get a message:
 
'changes made to drive(s) J: after this point cannot be reversed because the drive was either excluded from the system restore monitoring, or was turned off or removed'
 
It still lets me restore and after it reboots and I log on I get a message 'it could not restore', but it does not tell me why...
 
Another question: I bought my PC from DELL in 2005.  The warranty is up and I can't find my restore disk.  Does anybody know if they will give me another one?
