Upgrade to XP from 2000 pro

I am trying to upgrade my Dell Precision 360 workstation from 2000 professional to XP. However, when I insert the instert the install disk, I come up with the message

"Setup did not find any hard disk installed in your computer. Make sure any hard disk drives are powered on and properly connected. And any disk related configuration is correct.ect. Press F3 to quit."

I have done searches for the past five days and cannot figure out what is wrong with the hard drives. The only drive that I have is a IDE, so the SATA downloads will not work. Any help that could be provided would be greatly appreciated!

Edit:

 

1. Be sure the hard drive is connected to IDE 1 on the motherboard and is connected to the end of the ide cable. Hard drive must be jumpered Cable Select (CS) 

2. Is the hard drive detected in the bios?  Maybe the hard drive has failed.

 

3. What Service Pack level is that XP install cd you are using?
