What is Gtek

There is a file on my computer named Gtek.It is in the Application data. There is no information to be found anywhere about this file or what it is for. It was on the computer when I bought it. Cannot find anything in support.
Evidently this file is not good for anything...should I just delete it. There are many files such as this on this computer. They don't have any explanations that can be found anywhere. Should I just delete them all??

It is a telephone monitoring tool used to block the calling of certain telephone numbers. Go to this location for more information.

I wonder why Dell would put something like that on my computer?? I do not have any such thing on my telephone.I have never heard of such a thing. I guess I should just delete that file? Should I delete all the numerous files that have no explanations?
