Why doesn't Dell Activate Windows 8 for a brand new sealed system out-of the box?

I help people get new Dell systems and set them up for them. my question is basically..... why doesn't Dell activate windows 8 at first start up out-of-box?

You would think Dell would do this so the customer could just turn it on out of the box and have it just work for the life of the system.

why doesn't dell do this???

They do.  "Whatever" you seeing isn't typical (unless you mean something other than what it sounded like from your post).  What exactly are you seeing/talking about?

ok,  when i turned the system on for the first time.  i went to the system window it says that Windows is not activated. why is that?

I got my question answered: when Windows 8 is setup for the internet windows 8 activates itself.  Thanks.
