Win 7 upgrade - Checkout site issues

greetings, for a reason I do not know, while checking out in win7.dell.com site, the site doesn't prompt me for the VISA VERIFY code, and as I'm trying to pay with my VALID VISA, I'm unable to complete the shipping and handling payment process, is this a common issue or is it just that i'm the unluckiest guy?
