If the issue persists and you have a product key then perform these methods.

Method 1: Perform these steps to replace the key:

Click on Start menu and type CMD, right click on CMD and select Run as Administrator.
Type this command and press enter: slmgr.vbs /upk
Type this command and replace # with the product key, then press enter: slmgr.vbs /ipk #####-#####-#####-#####-#####
Type this command and press enter: slmgr.vbs /ato

Method 2: Try activating online or phone.

Press Windows + R key to open Run box
Type slui 4 and click Ok to open up a box that will let you activate your Windows via the telephone.
Select your country from the drop-down menu and click Next.
You will see the contact number for the country that you have selected which you have to call. You will be required to provide the Installation ID mentioned in Step 2 when you are asked.
The representative in turn, give you a Confirmation ID, which you will need to enter. Once done, click on Activate to activate your copy.

Dell PCs activate using OEM System Locked Preinstallation:

For Windows 7 a Generic OEM SLP key is used from the Dell Windows 7 Reinstallation media and this activates offline if the system BIOS has a matching System License Internal Code Version of 2.1. The sticker on the COA can only be used with phone activation.

Following Windows Insider Feedback for Windows 10, the key on the COA can be used with Windows 10 Installation Media for a one time initial activation on Windows 10.

Newer builds of Windows 10 however may perform quite poorly on a system that is old enough to have a Windows 7 COA due to the elevated system requirements.

Click Start.
In the Windows activation section, click the Change product key.
In the Product key box, type the product key, and then click Next.
Follow the steps in the Windows Activation Wizard to complete the activation process.

John
