You can download the .iso from Microsoft with some workarounds... It is better to go for Windows 10 RS1 however...

My suggestion is to have Windows 10 RS1 running on all your systems. See here:
http://dellwindowsreinstallationguide.com/download-windows-10-oem-and-retail-iso/
For the Windows Vista system a workaround is required for the free upgrade:
http://dellwindowsreinstallationguide.com/windows-xpvista-to-windows-10-free-upgrade/
If you must install Windows 7 on the OptiPlex 7010 follow the workarounds here (will lead to better performance on this system as it has a UEFI BIOS):

at this point i have rufus and mediacreationtool.exe on my vista computer and also on thumb drive.
can't run rufus on vista, there are no drop downs. will work later on a different laptop.
wont running rufus on the drive erase the mediacreationtool.exe file ?
thx

You are too late for a free upgrade from Windows Vista. Microsoft ended the Windows 10130 Insider preview upgrade path...

Try Rufus 2.9 or earlier. This version worked on Windows Vista in my last test...
Note the .iso must be saved locally to the HDD or to an external HDD.
You cannot create a Bootable USB from an .iso that resides on the USB.

someone from dell sent me a link that instructs me to create a bootable dvd or usb.
Create Windows installation media for your Dell device.
If you need to install or reinstall Windows, you can download a customized Dell recovery image on this page and create your own installation media with a USB drive or DVD.
