DNS-DHCP Utility: does it actually do anything?

Has anyone come across a description of this utility, which is more helpful than the single sentence in the WDM5 admin guide?

When I run it, it seems to fail in every way, yet the WDM server is a properly domain-joined system, with correct references to the domain name and DNS servers. DNS and DHCP have been configured with the required SRV record and flags.

"Could not find the Domain name in the registry."
