WMS 3.8 New Install Fails to Install Console

Attempting to install a fresh new copy of WMS 3.8 on a brand new Windows Server 2019 server

After going through the install wizard it looks like the Database install completes but the install of the Console fails.

Small snippet of the log file these entries repeat over and over several times before the installer stops running
