Display scaling & keyboard selection only work when logged in as administrator

I'm experiencing a weird problem whilst trying to set up some D90D7's for machine control applications. If whilst logged on as admin & FBWF disabled I set the display scaling to 150% (we need big icons as it's for shop floor use) and UK keyboard (we're in the UK), and to start with it seems fine. However once I enable FBWF and exit to the user account, the icons go back to the small size and we have a UK keyboard. Log back into admin & it's correct again. Does anyone know how to keep the scaling & keyboard selection for the user account please.
