Current HDD dead, need to perform clean install of Windows 10 on a new HDD

(Less detailed) Context: 

My XPS 8700 was running extremely slowly (out of nowhere) over the period of a few days. It was sluggish and unresponsive to the extreme, as if it was "lagging". It got worse over time, to the point where it was not able to boot up (https://imgur.com/a/I4hRg), and pressing F1 would do nothing. I was informed that this was most likely an issue with the HDD, not the PSU, and that the best course of action was to do a clean install on another HDD in order to preserve my files.

My priorities are as follows:

1. How would I go about making a clean install on a brand-new HDD?

2. How do I preserve my files on my old broken HDD?

Here is the instructions from tenforums.com on how to download a Win 10 ISO and burn it to a disc or flash drive.  You can then use that to do a clean install on the new hard drive (select the option to format the hard drive in the install).

The installation will install most drivers.  If any additional are needed after the install you can access the Dell downloads for your 8900 and get them.  

As far as the old drive, if its "dead" you won't be able to get anything off of it.  However, after you get Windows installed and working you can hook up the drive as a second drive and see if there is any user data you can recover from it.  You can't "copy" programs as they must be installed, just user data is all you can really get off of the old drive.
