Dell XPS 730 - is it 4k compatible?
Running with -
Windows 10 Home
Intel E8500 3.16 GHz Core 2 Duo
8 GB RAM
2 SLI Geforce GTX 950
I have a Vizio 55" 4k TV
and a 2.0 HDMI which states on the package supports 4k
Ive checked drivers, and such.. and checked the settings of all hardware within windows.. ect.

Lots of unknowns there. The 10 year old XPS 730 was never validated with Windows 10, only Vista and XP. And 4k was not around when we shipped the XPS 730, so we could not have tested it. You simply need to test the Vizio 55" 4k TV connected to the GeForce GTX 950 and see what resolutions are offered.
