Stuck at Internet Explorer 9

 

Windows 7 Home Premium SP1
IE 11 has been working fine until a few months ago.  

Now, it hangs a lot, and doesn't like long playing scripts.  Who does?  
But, sometimes, it takes a minute or so until I can scroll a page.  Many
times, I get 'siteabc.com is not responding'.  I don't have any add-ons or
exotic settings that should cause this performance.  Firefox runs fine on
sites where IE11 gives me troubles.

I did a restore to default conditions in the Tools>Internet Options>
Advanced tab.  No changes.

I decided to uninstall IE11, and I did.  Windows comes back up with IE8,
fine, I understand.  

Windows update allows me to update to IE9, but that's as far as I can get.

(I have IE11 on a USB stick that I downloaded from Microsoft a few days ago
and successfully installed on a another hard drive running Windows 7 Home
Premium SP1, IE8.  IE8 was upgraded to IE11 on that other hard drive, no problems.)

Windows Update does provide me with IE11 in the update pane.  

but IE11 always fails with the same message:

'Internet Explorer did not finish installing', 'Error Code: 9C59'.  I try
a fresh download of IE11, no luck.

Searches provide lots of fixes, none of which have worked for me.

I have:

deleted the SoftwareDistribution folder, stopped Windows Update Service
and tried to install IE11, in that order

I also installed the System Readiness Tool (DISM) KB947821.  Still no
luck.

I'm now grasping at straws


Any ideas?

Try running the Windows Update Troubleshooter for Win 7.

Hi, thanks for the reply.

I have used that before on another machine, but it didn't help.  I eventually had to go into services and turn off Windows Update.  I was then able to install IE11 which I downloaded on another machine, to USB.  It was the full install version, not a stub installed

So, I just tried the Windows Update Troubleshooter on this machine.  It did find and fix three issues, but couldn't fix a fourth.  All updates were cleared out, and then I asked for updates again.  IE11 was included in the update list.  I tried to install, but it failed, and even worse, it reset my IE9 to IE8.  IE11 is still in the update list.

Arghh...oh well.

Exactly what Windows Update issue wasn't fixed?

What failure message do you get trying to install IE11?

Have you scanned this PC thoroughly for malware recently?

Have you read Internet Explorer didn't finish installing, Explorer 11 won't install for Windows 7 64 bit

 and Windows 7: Can't install IE 11 on Windows 7 x64 ?

BTW: Are you logging into an account with Administrator privileges? And have you tried temporarily disabling your antiviral app?

Notice this also shows 0x80070057 was fixed, and that the problem was with the RC_DataStore.

If I try to install IE11 using the IE11 update that appears in the Windows Update list, I get IE11 failed to install, error 9C59.  I get exactly the same results if I try to use one of the many stub installer on many of the Microsoft download sites. I've have chased down the 9C59 error, also, but no luck.

If I use this file, EIE11_EN-US_WOL_WIN764.EXE, which I've used successfully on other machines to go from IE8 to IE11 on Windows 7 machines, I get this:

At this point, I've tried many combinations/permutations of 'fixes', and none have worked.  I may try hacking at the registry, but not sure I have the patience any more.   I just wonder why this can't be solved.

Edit...yes, I have scanned for malware.  I have also disabled malware protection when trying to install IE1.  I am the only user of this machine.  There is no Guest account.  I use admin privileges when necessary.

Note that 0x80070057 have been fixed, and the problem is related to the RC_DataStore.

I have tried installing IE11 from the IE11 update that appears in the Windows Update window, and also by using this file, "IE11-Windows6.1-x64-en-us.exe", found in one of the Microsoft links.  The results are the same for both files.  I get IE11 failed to install, error 9C59.  Yep, I've chased down 9C59 with no fixes working.

Next, I've used this file, "EIE11_EN-US_WOL_WIN764.EXE" from Microsoft, which I've successfully used to go from IE8 to IE11 on many Windows 7 machines.

At this point, I may try hacking the registry.  Then again, I may just abandon IE altogether.  Sure, I could do a clean install of the OS, but I have lots of apps and settings that I hate to loose.  I'd also have to install SP1 first, then IE11, and then all the updates.  There is Microsoft's Convenience Rollup, but that only takes one up to May of 2016.  I just wonder why I can't get this installed.  Oh, well...

Yes, I have scanned for malware, but there are no indications this is a malware caused problem.  I am the only user of this machine.  There is no Guest account.  I use admin privileges when necessary.

There are MANY Pre Requisites to IE11.

WIN7 SP1 is no longer OPTIONAL.  missing or corrupt files for SP1 

You have a partial update to SP1 which is why you are dead in the water.

You need to HOTFIX over the top REINSTALL SP1 OFFLINE.

You will want to burn the 7601.17514.101119-1850_Update_Sp_Wave1-GRMSP1.1_DVD.iso 

to a DVD and Run Setup from the Disk OFFLINE.

Then Reboot at least 3 times.

Then Download the IE update as well as DOTNET 4.7.2 standalone.

Do DOTNET OFFLINE installer First. And Reboot Again 3 times.

Then the IE manual download Also depends on WHICH version

After all that nonsense try the Troubleshooter.

 

  • When you are having problems with Windows Update, make sure you're connected to the Internet, and then download and run the Windows Update Troubleshooter for your version of Windows.
  • Download troubleshooter for Windows 10
