Studio XPS 9100, SP2309WFP, webcam not working

I have an XPS 9100 with SP2309WFP monitor not working. I am trying to use Skype or Zoom. The monitor shows up in the Device manager. I have upgraded the operating system to Windows 10. I ran the diagnostic tests and it shows no camera. In fact when I run the full test on Dell diagnostics, the computer shuts down after 9 minutes. Where do I find a webcam driver and install it?

Someone had a similar issue recently. the solution is to make sure that the USB upstream cable is connected between monitor and computer.  See page 25 in the online SP2309WFP User's Guide =

And you'll also have to go to the Camera Privacy screen in Win 10 and make sure Camera Access is turned on. (The default is off in Win 10.)

Then scroll down that same screen and make sure the right Microsoft Store apps and Desktop apps have permission to use the camera.

Thank you. The USB upstream cable was not connected.
