I have the same problem as this thread and I have the 500W PS. Everything is working but the 3 amber and 2 white flashing lights are bugging me.

Hi Ron, thanks for the reply. My GPU is fine. I test it out on my older XPS 8930 and no problem. The GPU I'm using is the Nvidia GTX 1070.

@ckao Which video card do you have?
If PC is under warranty, contact Dell Tech Support for possible GPU replacement...

If the GPU is "fine" why is the PC reporting a 3 amber-2 white error code (= PCI of Video card/chip failure)?
What version of BIOS is installed? Do you have the latest Intel Chipset drivers installed on the XPS 8940?

Remove power cable and release static Charge by holding the power button.

Yup, I tried that as well. I removed all the periphials, unplug the power. Held the power button for about a minute. Plugged everthing back in and I'm still seeing the blinking lights (3 ambers+2white).
I have the latest bios updated including all the drivers. I did the updates a few days ago.

Yup! I did all that as well. Still the same problem.
@ckao - Have you re-seated the video card in its slot and double-checked its PCI-e 8-pin power connection from the PSU?

Yes , I reseated the video card and also checked the cable connection. Everything looks good!
Could be the Motherboard? Everything seems to run great but the blinking light is bugging me.
