Dell XPS 15-9560 no longer wakes up with lid opening HELP

To start off I was running perfectly fine with Windows 10 1809 and installed on legacy mode not uefi.. then I decided to wipe everything and install windows 10 on 1903 using uefi install instead of legacy. 

Now before, I would go to start.. shutdown and close the lid and my computer would totally shutdown and to turn it on all I would have to do is open my lid and the keyboard would light up and power would come on straight to the login screen. 

Now with this new install using uefi no matter what I try, i cannot make windows wake up using the lid at all. I'm on the most current bios 1.12xx

Can anyone shed light on this issue?
