No usb power when off

The usbc  ports Don’t power up when laptop is off for charging. 
I can’t find any PowerShare or other settings in bios to make this work. 
any ideas?

Did the issue start after any Windows updates? Click here and update the bios.

Not sure why you expect the (smaller) USB-C to support that functionality.

It it usually the normal-sized USB ports that support that.

If it has it, yes, usually a BIOS option. Default is disabled because when laptop is OFF ( but in this mode ) ... the battery slowly drains-away because the motherboard is still mostly powered-up. 

What XPS laptop model do you own ?
