XPS 13 7290 2-in-1, Bluetooth intermittently cutting

Bluetooth drivers reinstalled from Dell support website, version 21.50.0.1

My bluetooth mouse and bluetooth headphones, sporadically and intermittently cut in and about very rapidly here and there. 

In other words, the mouse will freeze for half a second or so and then come back in. I'm forced to rapidly move the mouse to try to get it to work.

This is extremely annoying and makes using them impossible.

I just received this brand new laptop after upgrading from a 5 year old laptop where I had no issues like this with the bluetooth.
