XPS 13-9365, poor performance, constant throttling

My Dell XPS 13 (9365) is less than a year old and runs very slow. In fact it is much slower than a 5 year old Yoga machine! I have run Support Assist, updated Windows and the BIOS, stopped SmartByte but the machine is still laggy for basic browsing and windows tasks (no heavy duty gaming on this machine). Very disappointed with the performance and I find it odd that the model gets such great reviews. Any tips on software to uninstall or configuration to change would be very helpful.

Please post a screenshot of say... Intel Extreme Tuning Utility (maybe even CPUID HWMonitor) while experiencing slow-downs.

Run the ePSA Diagnositics on the computer to check the hardware. 

Invoke diagnostics boot by either of the methods that are suggested below:

1.Power on the computer.


https://dell.to/2P4TmLP the computer boots, press the F12 key when the Dell logo is displayed.


https://dell.to/2P1Mdf6 the boot menu screen, use Up/Down arrow key to select the Diagnostics option and then press Enter.


NOTE: The Enhanced Pre-boot System Assessment window displays, listing all devices detected in the computer. The diagnostics starts running the tests on all the detected devices.

 

4. Press the arrow in the lower-right corner to go to the page listing.
The detected items are listed and tested.

https://dell.to/2P3raJ0 run a diagnostic test on a specific device, press Esc and click Yes to stop the diagnostic test.

7.If there are any issues, error codes are displayed.
Note the error code and contact Dell.

8.Shut down the computer.

10.Repeat steps 3–7 above.
