XPS 15 9560 Running at 100% CPU on idle / boot

This has happened to me before and I had to reinstall Windows to fix this issue.. trying to avoid that if I can.

When I boot up my computer, it is immediately running at 100%. No programs are running at high CPU though (for example, I'll open up task manager to view it, and task manager will have the highest CPU usage)

I was able to fix the high CPU usage by disabling the "Power" service. Unfortunately, this obviously makes the power settings not work. So I'm wondering why the power service isn't behaving correctly and is causing my CPU to run at 100% at all times.

I tried rolling back my bios version to 1.14.3 but that didn't help (so I'm back to 1.15 now).

I have windows completely updated and all drivers updated (using the Dell Update program).

Fixed by restoring the power plan settings to default.

Edit: This issue continues to happen randomly to me maybe a few times a month. I always have to restore the power plan back to default and then I can change them back to what I want them to be but many days later this problem will happen again.
