If I use the laptop on its own. No issue.
If I connect the external monitor through a USB-C to HDMI adapter, no issue.
I have been connecting my Samsung 32" UJ590 UHD 4k Monitor through the HDMI port for months and no issue neither.
Since the last 2-3 weeks, I started to get the external monitor to flicker after I reboot my laptop and open Chrome on the external monitor. Sometimes the entire system freeze and I have to do a hard reboot. Sometimes, everything works well for a few hours. Sometimes every app and windows lag when I used them on the external monitor.
I tried everything: windows clean install, re-install all drivers, all windows updates, all dell updates, changing resolution, refresh rate, etc.
Right now, I'm using a USB-C to HDMI adapter and everything works well but it's in 1080p and the adapter doesn't allow me 2K or 4K. FYI, I tried to bring down the resolution to 1080p with the HDMI port but still the same issue.
I noticed the fan is going more crazy than usual even if the laptop is idle but connected to the monitor.
I'm starting to wonder if it's not a hardware issue with my HDMI port?
Anybody has any idea?
Despite a couple of private messages from DELL-Cares to tell me they don't care about my issue as my warranty expired, I haven't received any response.
My issue is the same and I'm running out of ideas and tests to fix it.

I'm not 100% sure, but it appears to be exacerbated by playing videos in a web browser. The main laptop screen remains unaffected. I've also noticed the laptop running hot when it happens. Dell utilities, graphics drivers, BIOS and Windows are up to date as far as I can see.
I saw one comment suggesting disabling Panel Self Refresh in the Intel Graphics Command Centre options, so I might try that next time it happens.

I experienced the same flickering but not all the time. Sometimes it goes to even a grey screen and mouse and keyboard are not responding anymore on both external monitor and XPS monitor.
I have also noticed that it happens more when I play a YouTube video on Chrome.
Laptop is quite hot and fan are usually going crazy when this happens. Processes Desktop Windows Manager and Client Server Runtime Process are taking most of the GPU at this time.
Let me know if your test in the Intel Graphics Command Centre options works.
Any update about this issue? It's also happening to me and I tried almost everything to sort this out. BIOS downgrade, replaced the hdmi wire, drivers, refresh rate, etc. Nothing works. It was really sporadic in my case but during the last two months I've been dealing with this every time I turn on the notebook. It's super annoying. Any ideas if this could be due to a Windows update? Thanks
Unfortunately, the only solution I found was to have Dell send an engineer round and replace the motherboard.
I am facing similar issue with external monitor connected via HDMI Adapter.
I tried the intel display option self refresh 'Off'. No used
I tried all the power settings related to display and nothing helped.
I even tried disabling 'C state' in boot configuration as someone suggested it as a fix for similar issue with docking. Even this didn't help.
Please help if someone got a fix.
It's not the update you wanted to hear but it's one noneless. I did not find a solution for this issue and I resigned myself to buy a desktop for gaming / home workstation. I only use my XPS when I'm on the go, which is not often with this coronavirus.
Some Dell specialists contacted my by DM and I tried with them a few things but nothing worked. To be fair, I just gave up on trying as it was getting too frustrating to re-explaining the issues every single time to try a minor variant of something I had already tried many times.

Hi, after a lot of research and cursing Dell due to the terrible and poor support they provide, I think I've found the solution and, at least, my xps has been working perfectly for almost two months. Looks like the last versions of the BIOS they released not only don't fix this issue but also make it worse. I had to revert the BIOS version to this one. BIOS Version/Date Dell Inc. 1.11.2, 5/29/2019 that was more or less the version it had when I bought the notebook. After that, it started to work consistently w/o any observed issue (this one in particular). Keep in mind that when you revert the version of the BIOS, Windows (or an option in the BIOS config. don't remember now) updates it automatically after rebooting the machine. I also disabled it to prevent it to get updated. Hope this will help to sort your issue out too.
I did it gradually. It was not from the latest to the one I mentioned. I went through all the versions in the middle too.

The BIOS downgrade to version 1.11.2 worked for me as well.
A few notes:
1) I started by downgrading to 1.16.2, and then went directly to 1.11.2.
2) The downgrades will fail, but only partially -- if you run the 1.11.2 BIOS installer once you're done, you should at least see that most of the versions of the various components match; the Backup Embedded Controller downgrade didn't work, the Main System TI Port Controller 0 downgrade didn't work, but the rest of the version numbers match (most importantly System BIOS with BIOS Guard should be 1.11.2).
3) You do need to prevent the BIOS from getting updated automatically on reboot. Hit F2 during bootup to enter the BIOS settings, then nn the bios under the security tab uncheck the option UEFI Capsule Firmware Updates.
I have the same problem. I tried the same solution that I mentioned. Worked for some time with 30MHz 1920 x 1080, but still the problem is with larger measurements like 1440 x 2560.

As mentioned the downgrade to BIOS 1.11.2 worked for me, and continues to work well for me -- the issue hasn't recurred at all.
However now I'm left wondering if it will ever be safe to update my BIOS again.
Since my Dell support has run out, I don't expect to get much help from Dell on this, but if anyone else still has active support and could ask them if this is an issue they have addressed / plan to address, that would be much appreciated.
