XPS 15 9575 Groove and Movies and TV issue

I started to have issues with my XPS 15 2-in-1 9575 where I would open a video in the Windows Movies and TV application and sometimes it would work fine but other times it would open the file but it wouldn't play and any music or other videos I had playing would glitch out. It would also occasionally happen with Windows Grove music when I opened an audio file. Fast forward to now and both Movies and TV and Groove music glitch out every time I open a video or audio file with them. Over the past month or 2 I have also noticed when using Adobe Premiere pro cc that premiere has started to use the integrated card more than the dedicated GPU even with CUDA acceleration turned on in the premiere project settings. Sometimes when playing back footage on the timeline the video in the program monitor will glitch a bit as well. I have tried everything I can think of to solve it and nothing seems to work. I have updated and rolled back drivers for both the integrated and dedicated GPUs, updated and downgraded the bios and completely reinstalled Windows with no luck. And while playing videos online, they video and audio stutters every couple of minutes.

Groove Music has been discontinued by MS. It still works--somewhat--but really should not be used. Windows Media Player still works fine for music but not for dvd videos. It is better to use a free or paid for dvd player program.
