1. I don't understand what you have. v1909 was not released until November 2019. How can you have installed it in May 2019? Were you part of the Insider program? Actually mine shows an installation date of October 1, 2019 although I did not actually install it until December.
2. Are you saying that you did not receive v1909 for your Dell or you have not received a recent update Build 752 for v1909? Build 752 has not been officially released. Microsoft pre-releases updates near the end of the month which will be officially released on the 2nd Tuesday of the following month. Normally you do not get these unless you do a "Check for updates". Microsoft then gladly sends it to you as you are willing to be a guinea pig for these updates.
